The
US Constitution gave presidents “power to grant reprieves and pardons
for offenses against the United States, except in cases of impeachment
(Article II, Section 2).” Throughout US history, sitting presidents
used this power thousands of times.

The
moratorium on his rent was just about ending, and his unemployment was
