Russia-Vietnam ties that seemed to be cooling after the end of the Cold War are warming up all over again. More than 20 years after Moscow abandoned its largest foreign base, Russian military aircraft are once again welcome visitors at Cam Ranh Bay.

The renewed Russian presence in Vietnam has predictably set the alarm bells ringing in the Pentagon, with the Commander of the US Army in the Pacific confirming that Russian strategic bombers circling the massive American military base in Guam are being refuelled at Cam Ranh Bay.

On March 11 Washington wrote to Hanoi, requesting that the Vietnamese authorities not assist Russian bomber flights in the Asia-Pacific. The Vietnamese reaction was to remain publicly silent. According to Phuong Nguyen of the Washington-based Center for Strategic & International Studies,

“From the perspective of many Vietnamese officials who fought against the United States during the war, Moscow helped train generations of Vietnamese leaders and supported Hanoi during its decades of international isolation.”

Nguyen adds:

“Few things are more vital to Vietnam than an independent foreign policy. Given Vietnam’s complex history, its leaders do not want their country to be caught between major powers again. Anything that resembles U.S. interference in Vietnam’s dealings with Russia could unnecessarily aggravate this fear.”

The principle Nazi ideological prop that secured massive financial and political support from Germany’s leading industrialists was the Communist and Soviet threat. The main Nazi military drive, absorbing two-thirds of its best troops, was directed eastward at conquering and destroying Russia. The ‘Russian Threat’ justified Nazi Germany’s conquest and occupation of the Ukraine, the Balkans, Eastern Europe and the Baltic states, with the aid of a substantial proportion of local Nazi collaborators.

After Germany’s defeat , division and disarmament, and with the extension of Soviet power, the US reinstated the Nazi industrial and banking giants, officials and intelligence operatives. By the late 1960’s Germany regained economic primacy in Europe and was at the forefront of European ‘integration’, in association with France and England. It soon came to dominate the principle decision – making institutions of the European Union(EU). The EU served as Germany’s instrument for conquest by stealth. Year by year, through ‘aid’ and low interest loans,the EU facilitated German capitalist’s market penetration and financial expansion,through out south and central Europe. Germany set the agenda for Western Europe, gaining economic dominance while benefiting from US subversion and encirclement of Eastern Europe, Russia and the Baltic and Balkan states.

House Legislation Paves the Way for War with Russia?

America is on a war footing. While, a World War Three Scenario has been on the drawing board of the Pentagon for more than ten years, military action against Russia is now contemplated at an “operational level”. Similarly, both the Senate and the House have introduced enabling legislation which provides legitimacy to the conduct of a war against Russia.

We are not dealing with a “Cold War”. None of the safeguards of the Cold War era prevail.

There has been a breakdown in East-West diplomacy coupled with extensive war propaganda. In turn the United Nations has turned a blind eye to extensive war crimes committed by the Western military alliance.

The adoption of a major piece of legislation by the US House of Representatives on December 4th (H. Res. 758) would provide (pending a vote in the Senate) a de facto green light to the US president and commander in chief to initiate –without congressional approval– a process of military confrontation with Russia.

Global security is at stake. This historic vote –which potentially could affect the lives of hundreds of millions of people Worldwide– has received virtually no media coverage. A total media blackout prevails.

The World is at a dangerous crossroads. Moscow has responded to US-NATO threats. Its borders are threatened.

On December 3, the Ministry of Defence of the Russian Federation announced the inauguration of a new military-political entity which would take over in the case of war.

Russia is launching a new national defense facility, which is meant to monitor threats to national security in peacetime, but would take control of the entire country in case of war. (RT, December 3, 2014)

Timeline of War Preparations

In May 2014, the Russian Aggression Prevention Act (RAPA) was introduced in the US Senate (S 2277), calling for the militarization of Eastern Europe and the Baltic States and the stationing of US and NATO troops on Russia’s doorstep:

S.2277 – Russian Aggression Prevention Act of 2014

Directs the President to: (1) implement a plan for increasing U.S. and NATO support for the armed forces of Poland, Estonia, Lithuania, and Latvia, and other NATO member-states; and (2) direct the U.S. Permanent Representative to NATO to seek consideration for permanently basing NATO forces in such countries.

Directs the President to submit a plan to Congress for accelerating NATO and European missile defense efforts.

While The S 2277 resolution was sent to the Senate Foreign Relations Committee for review, its essential premises are already in the process of being implemented. In mid-July, NATO’s Europe commander General Philip Breedlove in consultation with the Pentagon and Britain’s Ministry of Defence, called for:

“stockpiling a base in Poland with enough weapons, ammunition and other supplies to support a rapid deployment of thousands of troops against Russia”.(RT, July 24, 2014).

According to General Breedlove, NATO needs “pre-positioned supplies, pre-positioned capabilities and a basing area ready to rapidly accept follow-on forces”:

“He plans to recommend placing supplies — weapons, ammunition and ration packs — at the headquarters to enable a sudden influx of thousands of Nato troops” (Times, August 22, 2014, emphasis added)

Breedlove’s “Blitzkrieg scenario” –which could potentially lead to military escalation– was reaffirmed at the September NATO Summit in Wales. A so-called NATO action plan directed against the Russian Federation was decided upon. The Wales Summit had given the “green light”.

The D.O.D. and U.S. Army are attempting to delay a court order that would force them to provide certain notice to Vietnam veterans disclosing the extent to which they had secretly been used as test subjects for experimentation during the Cold War.

Under ‘Project Paperclip,’ the U.S. government recruited Nazi scientists for “postwar intelligence purposes.”

The federal lawsuit, filed by Vietnam Veterans of America as well as individual soldiers, has dragged on since January 2009, and requests the Army disclose details about covert testing performed during “Project Paperclip,” an operation through which the U.S. Office of Strategic Services recruited Nazi scientists for “postwar intelligence purposes.”

“With the help of Nazi scientists recruited through ‘Project Paperclip,’ the Army and CIA used at least 7,800 veterans as human guinea pigs at the Edgewood Arsenal, [Maryland] alone,” the veterans’ class action suit states.

Starting in the 50s, the Army casually went about using troops to research the effects of various psychoactive elements on the human mind. “[T]he U.S. government sought drugs to control human behavior, cause confusion, promote weakness or temporary loss of hearing and vision, induce hypnosis, and enhance a person’s ability to withstand torture,” the lawsuit states.

“These experiments also used civilian ‘volunteers’ such as college students, who were paid small sums to participate, or prisoners,” the complaint alleges.

Carried out under project names such as “Bluebird,” “Pandora,” “Monarch,” “Artichoke” and “MKUltra,” subjects were unknowingly “administered at least 250 and perhaps as many as 400 types of drugs, among them Sarin, one of the most deadly drugs known, amphetamines, barbiturates, mustard gas, phosgene gas and LSD,” in efforts to develop drugs that would produce the desired effects.

“Defendants videotaped many of the experiments involving ‘volunteers; at Edgewood, as evidence by releases signed by many of the ‘volunteers.’ Varying doses of each substance were administered to the ‘volunteers,’ typically through multiple pathways, including through intravenous, inhalation, oral and percutaneous,” the suit states (.pdf).

It is also alleged chemicals administered were “above the known toxic threshold,” and left many service members suffering “excruciating pain, blackouts, memory loss, hallucinations, flashbacks, trauma, psychotic disorders, and other lasting health problems.”

“The crux of the veterans’ argument,” reports Courthouse News, “is that the Administrative Procedure Act obligates the defendants to provide notice to test subjects and to provide them medical care.”

Additionally, plaintiffs are citing a 1962 Army regulation mandating that experiment participants “will be told as much of the nature, duration, and purpose of the experiment, the method and means by which it is to be conducted, and the inconveniences and hazards to be expected, as will not invalidate the results.”

Among several claims for relief, the veterans are chiefly seeking the disclosure of medical information “concerning all tests conducted on Plaintiffs (including any results thereof),” as well as a court order “stating Defendants’ duty to provide Plaintiffs with all necessary medical treatment on an ongoing basis is mandatory.”
