Iraq and Libya have been taken out, and Iran has been heavily boycotted. Syria is now in the cross-hairs. Why? Here is one overlooked scenario.
In an August 2013 article titled “ Larry Summers and the Secret ‘End-game’ Memo,” Greg Palast posted evidence of a secret late-1990s plan devised by Wall Street and U.S. Treasury officials to open banking to the lucrative derivatives business. To pull this off required the relaxation of banking regulations not just in the US but globally. The vehicle to be used was the Financial Services Agreement of the World Trade Organization.
The “end-game” would require not just coercing support among WTO members but taking down those countries refusing to join. Some key countries remained holdouts from the WTO, including Iraq, Libya, Iran and Syria. In these Islamic countries, banks are largely state-owned; and “usury” – charging rent for the “use” of money – is viewed as a sin, if not a crime. That puts them at odds with the Western model of rent extraction by private middlemen. Publicly-owned banks are also a threat to the mushrooming derivatives business, since governments with their own banks don’t need interest rate swaps, credit default swaps, or investment-grade ratings by private rating agencies in order to finance their operations.
Bank deregulation proceeded according to plan, and the government-sanctioned and -nurtured derivatives business mushroomed into a $700-plus trillion pyramid scheme. Highly leveraged, completely unregulated, and dangerously unsustainable, it collapsed in 2008 when investment bank Lehman Brothers went bankrupt, taking a large segment of the global economy with it. The countries that managed to escape were those sustained by public banking models outside the international banking net.
These countries were not all Islamic. Forty percent of banks globally are publicly-owned. They are largely in the BRIC countries—Brazil, Russia, India and China—which house forty percent of the global population. They also escaped the 2008 credit crisis, but they at least made a show of conforming to Western banking rules. This was not true of the “rogue” Islamic nations, where usury was forbidden by Islamic teaching. To make the world safe for usury, these rogue states had to be silenced by other means. Having failed to succumb to economic coercion, they wound up in the crosshairs of the powerful US military.
Here is some data in support of that thesis.

The End-game Memo
In his August 22nd article, Greg Palast posted a screenshot of a 1997 memo from Timothy Geithner, then Assistant Secretary of International Affairs under Robert Rubin, to Larry Summers, then Deputy Secretary of the Treasury. Geithner referred in the memo to the “end-game of WTO financial services negotiations” and urged Summers to touch base with the CEOs of Goldman Sachs, Merrill Lynch, Bank of America, Citibank, and Chase Manhattan Bank, for whom private phone numbers were provided.
The game then in play was the deregulation of banks so that they could gamble in the lucrative new field of derivatives. To pull this off required, first, the repeal of Glass-Steagall, the 1933 Act that imposed a firewall between investment banking and depository banking in order to protect depositors’ funds from bank gambling. But the plan required more than just deregulating US banks. Banking controls had to be eliminated globally so that money would not flee to nations with safer banking laws. The “endgame” was to achieve this global deregulation through an obscure addendum to the international trade agreements policed by the World Trade Organization, called the Financial Services Agreement. Palast wrote:
Until the bankers began their play, the WTO agreements dealt simply with trade in goods–that is, my cars for your bananas. The new rules ginned-up by Summers and the banks would force all nations to accept trade in “bads” – toxic assets like financial derivatives.
Until the bankers’ re-draft of the FSA, each nation controlled and chartered the banks within their own borders. The new rules of the game would force every nation to open their markets to Citibank, JP Morgan and their derivatives “products.”
And all 156 nations in the WTO would have to smash down their own Glass-Steagall divisions between commercial savings banks and the investment banks that gamble with derivatives.
The job of turning the FSA into the bankers’ battering ram was given to Geithner, who was named Ambassador to the World Trade Organization.
WTO members were induced to sign the agreement by threatening their access to global markets if they refused; and they all did sign, except Brazil. Brazil was then threatened with an embargo; but its resistance paid off, since it alone among Western nations survived and thrived during the 2007-2009 crisis. As for the others:
The new FSA pulled the lid off the Pandora’s box of worldwide derivatives trade. Among the notorious transactions legalized: Goldman Sachs (where Treasury Secretary Rubin had been Co-Chairman) worked a secret euro-derivatives swap with Greece which, ultimately, destroyed that nation. Ecuador, its own banking sector de-regulated and demolished, exploded into riots. Argentina had to sell off its oil companies (to the Spanish) and water systems (to Enron) while its teachers hunted for food in garbage cans. Then, Bankers Gone Wild in the Eurozone dove head-first into derivatives pools without knowing how to swim–and the continent is now being sold off in tiny, cheap pieces to Germany.

The Holdouts
That was the fate of countries in the WTO, but Palast did not discuss those that were not in that organization at all, including Iraq, Syria, Lebanon, Libya, Somalia, Sudan, and Iran. These seven countries were named by U.S. General Wesley Clark (Ret.) in a 2007 “Democracy Now” interview as the new “rogue states” being targeted for take down after September 11, 2001. He said that about 10 days after 9-11, he was told by a general that the decision had been made to go to war with Iraq. Later, the same general said they planned to take out seven countries in five years: Iraq, Syria, Lebanon, Libya, Somalia, Sudan, and Iran.
What did these countries have in common? Besides being Islamic, they were not members either of the WTO or of the Bank for International Settlements (BIS). That left them outside the long regulatory arm of the central bankers’ central bank in Switzerland. Other countries later identified as “ rogue states” that were also not members of the BIS included North Korea, Cuba, and Afghanistan.
The body regulating banks today is called the Financial Stability Board (FSB), and it is housed in the BIS in Switzerland. In 2009, the heads of the G20 nations agreed to be bound by rules imposed by the FSB, ostensibly to prevent another global banking crisis. Its regulations are not merely advisory but are binding, and they can make or break not just banks but whole nations. This was first demonstrated in 1989, when the Basel I Accord raised capital requirements a mere 2%, from 6% to 8%. The result was to force a drastic reduction in lending by major Japanese banks, which were then the world’s largest and most powerful creditors. They were undercapitalized, however, relative to other banks. The Japanese economy sank along with its banks and has yet to fully recover.
Among other game-changing regulations in play under the FSB are Basel III and the new bail-in rules. Basel III is slated to impose crippling capital requirements on public, cooperative and community banks, coercing their sale to large multinational banks.
The “bail-in” template was first tested in Cyprus and follows regulations imposed by the FSB in 2011. Too-big-to-fail banks are required to draft “living wills” setting forth how they will avoid insolvency in the absence of government bailouts. The FSB solution is to “bail in” creditors – including depositors – turning deposits into bank stock, effectively confiscating them.

The Public Bank Alternative
Countries laboring under the yoke of an extractive private banking system are being forced into “structural adjustment” and austerity by their unrepayable debt. But some countries have managed to escape. In the Middle East, these are the targeted “rogue nations.” Their state-owned banks can issue the credit of the state on behalf of the state, leveraging public funds for public use without paying a massive tribute to private middlemen. Generous state funding allows them to provide generously for their people.
Like Libya and Iraq before they were embroiled in war, Syria provides free education at all levels and free medical care. It also provides subsidized housing for everyone (although some of this has been compromised by adoption of an IMF structural adjustment program in 2006 and the presence of about 2 million Iraqi and Palestinian refugees). Iran too provides nearly free higher education and primary health care.
Like Libya and Iraq before takedown, Syria and Iran have state-owned central banks that issue the national currency and are under government control. Whether these countries will succeed in maintaining their financial sovereignty in the face of enormous economic, political and military pressure remains to be seen.
As for Larry Summers, after proceeding through the revolving door to head Citigroup, he became State Senator Barack Obama’s key campaign benefactor. He played a key role in the banking deregulation that brought on the current crisis, causing millions of US citizens to lose their jobs and their homes. Yet Summers is President Obama’s first choice to replace Ben Bernanke as Federal Reserve Chairman. Why? He has proven he can manipulate the system to make the world safe for Wall Street; and in an upside-down world in which bankers rule, that seems to be the name of the game.

Estrecharon la mano de Muammar al-Gaddafi una y otra vez, pero cuando dejó de complacerles, arrasaron Libia y lo apalearon hasta matarlo en las calles.
Y así la historia se repite una y otra vez, mientras que los seres humanos desperdician su tiempo y vida en cosas banales inventadas por la elite que los gobierna.

Obama green light for Israel to strike Iranian-Syrian-Hizballah military links

The air raid over the Jamraya military complex near Damascus Wednesday, Jan. 30, attributed to Israel by Western sources was Israeli’s first assault on the Syrian-Hizballah military compact forged between Bashar Assad and Hassan Nasrallah.
That was the real strategic import of the operation, which took place with the approval of US President Barack Obama, debkafile’s military sources report.
In every other respect, it was a surgical strike on a well-defined target, comparable to Israel’s attack in September 2007 on the nuclear reactor North Korea was building at El Kabir in northern Syria. The object then was to sever the Syrian-Iranian-North Korean nuclear link before it took physical shape and began turning out plutonium for Iran’s nuclear program.
After its destruction, Tehran and Pyongyang decided to cut Syria out of their nuclear plans because its proximity to Israel made any nuclear site an easy mark.
The overriding importance of the attack on the Syrian military compound therefore lies in its three objectives:
1.  The Jamraya complex was selected because it serves the shared military agendas of Syria, Hizballah and Iran.
The bombers struck three targets: a Syrian chemical weapons store and laboratories; a depot holding the sophisticated weapons Iran had sent Hizballah in the last two years - some of which, like the SA-17 anti-aircraft missiles, are termed “game changers” in a potential clash with Israel; and a large fleet of trucks standing by to ferry the munitions across the border into Lebanon.
Israeli threats to destroy the weapons had so far prevented their transfer.
In a separate building at Jamraya, Hizballah forces learned how to use the new Iranian hardware and maintained a team of drivers ready to move the arsenal over to Lebanon. This building was not attacked.
2.  The air strike was a move toward disrupting the cooperative military efforts of all three allies in Syria and Lebanon;
3.   Israel took its first step into the Syrian conflict.
As we first reported in the latest DEBKA-Net-Weekly out Friday, the operation went forward with a green light from President Obama, after he was briefed on the plan by AMAN (Israeli Military Intelligence) commander, Maj. Gen. Aviv Kochavi at the White House on Jan. 22.
Our sources also reported that another Israeli emissary, National Security Adviser Yakov Amidror, visited Moscow at the same time to warn Russian leaders of the coming attack in Syria.
While Russian officials voiced objections to Israeli attacking Syria, they also apparently omitted to forewarn President Assad of what was coming and he was taken by surprise. After the raid, President Vladimir Putin advised the Syrian ruler to refrain from exacerbating the military situation with Israel.
The reported Israeli strike on Jamraya had two key consequences of future relevance:
a)  President Obama’s consent for Israel and its armed forces IDF to be the first pro-Western power to intervene in the Syrian war, after keeping them out of involvement in the Arab Revolt raging around its borders for two years:
b)  Officials in Tehran publicly warned last week that an attack on Syria would be deemed an attack on Iran, a message no doubt underlined through diplomatic channels to Washington.  Nonetheless, after holding the Israeli government back for years from striking Iran’s nuclear sites, Obama approved an attack with the potential for widening into a major Israeli-Iranian military clash.
While the importance of keeping sophisticated missiles and poison gas out of Hizballah hands cannot be overrated, debkafile’s sources in Washington and Tehran reveal that what really pushed  the US president into his change of face was Iran’s withdrawal from the secret talks he set much store by for a diplomatic resolution of the Iranian nuclear issue.
Three further changes of major strategic importance occurred this week.
Tehran informed the International Atomic Energy Agency in Vienna that new, high-speed IR2m centrifuges were being installed in Natanz to expand the 20-percent uranium enrichment taking place at the Fordo underground facility.
The Iranian letter was posted to the IAEA the day after the two Israeli emissaries visited Washington and Moscow.
The diplomatic channel to Tehran was symbolically shut down in Washington last week by the resignation of Gary Samore, President Obama’s Coordinator for Weapons of Mass Destruction, Counter-Terrorism and Arms Control.
debkafile discloses that Samore was lead negotiator in the failed nuclear talks with Iran. His exit means that he sees no way of curbing Iran’s race for a nuclear weapon. He has taken up an appointment as Executive Director of Research in the Harvard Kennedy School’s Belfer Center.
US Vice President Joe Biden provided the third key development. Asked Saturday, Feb. 2, in Munich when Washington might hold direct talks with Tehran, he replied dismissively: “When the Iranian leadership, the supreme leader, is serious.”
Biden spoke for the Obama administration when he suggested that Khamenei has not been serious to date.
All three events contributed to the US president’s decision to let Israel have a go at the Syrian military complex, thereby broadcasting a signal to Tehran that, in the absence of serious negotiations, Washington is ready to expand its efforts for breaking up the Iran-Syrian Hizballah axis, using the IDF as its hammer.

El canciller de Rusia, Serguéi Lavrov, condenó hoy los intentos de la cadena televisiva estadounidense CNN, de vincular a las fuerzas de seguridad de Siria con el ataque terrorista perpetrado el martes en la Universidad de Alepo.
“Vi por CNN una información que decía que el atentado terrorista fue perpetrado por las fuerzas gubernamentales. Cuesta imaginar una infamia más grande”, dijo Lavrov.
Las explosiones en la Universidad de Alepo, segunda ciudad del país, ocasionaron 82 muertos y más de un centenar de heridos.
“No entiendo cómo un acto terrorista puede ser motivo de discrepancias”, afirmó el canciller tras ratificar el compromiso de Rusia por una salida negociada al conflicto, reseñó EFE.
El ataque contra la casa de estudios coincidió con el primer día de los exámenes de los universitarios. Además, destruyeron instalaciones de la residencia universitaria, “asignada por el gobierno para albergar a los refugiados, quienes fueron blanco a lo largo de los últimos meses de bombardeos de los grupos terroristas que atacaron la ciudad de Alepo”, detalló un comunicado de Damasco emitido tras el atentado.
“Para nosotros lo importante es poner fin a la violencia. Yo me concentraría en los esfuerzos en esa dirección. Todo lo demás puede esperar”, agregó Lavrov.
Desde que se desatara la escalada de violencia contra el pueblo para derrocar al gobierno de Bashar Al Assad se han atacado 2.362 escuelas en Siria.

Canciller desmiente que presidente sirio haya pedido asilo a Ecuador

El ministro de Relaciones Exteriores ecuatoriano, Ricardo Patiño, negó que el presidente de Siria, Bashar al Assad, haya pedido asilo a Ecuador.
"Desmentido totalmente. Ningún ciudadano sirio ha pedido asilo en Ecuador, mucho menos su actual Presidente", escribió el funcionario ecuatoriano en su cuenta en Twitter, al responder a una pregunta de una periodista sobre el tema.
El diario israelí Haaretz había informado ayer que Al Assad estaba estudiando la posibilidad de pedir asilo político para él, su familia y su círculo más cercano en Cuba, Venezuela o Ecuador en caso de que finalmente se vea obligado a abandonar Damasco.
El rotativo indicó que, la semana pasada, el viceministro de Exteriores sirio, Faisal al Miqdad, mantuvo encuentros con funcionarios de las tres naciones latinoamericanas y llevó consigo cartas personales clasificadas de Al Assad a los presidentes de estos países.
De su lado, el vocero del Departamento estadounidense de Estado, Mark Toner, dijo que "sabemos que algunos países, tanto en la región como en otras partes, han ofrecido albergar a Assad y su familia si decide abandonar Siria".
Pese a que Toner aclaró que "en este punto, no tenemos conocimiento formal de ofrecimientos concretos", reiteró que "sabemos que se han hecho algunos ofrecimientos, como dije, informales", indicó.
El canciller Patiño se reunió el pasado 25 de noviembre con Al Miqdad, quien visitó Ecuador dentro de la gira que hizo por la región para exponer la situación que vive esa nación árabe.

El último invento de ABC: sirio Al Assad solicita “asilo a Castro, Chávez y Correa”‏

El diario de Madrid que tanto le gusta a José María Aznar y demás herederos del régimen franquista, famoso por su cobertura distorsionada de las elecciones presidenciales venezolanas, difunde otro globo propagandístico según el cual el presidente sirio, Bashar Al Assad, “estudia la posibilidad de pedir asilo político para él, su familia y sus allegados en algún país de América Latina”.
El rotativo que tantos titulares hizo años atrás para celebrar la gloria de Francisco Franco, retoma una nota del diario israelí «Haaretz», habitual herramienta de guerra sicológica de los estrategos sionistas, que amarra su invento con la gira efectuada el viceministro sirio de Exteriores, Faisal al-Miqdad, la semana pasada, en América Latina.
El alto funcionario efectivamente sostuvo reuniones en Cuba, Venezuela y Ecuador, y – cuenta Haaretz -  entregó a los líderes locales “cartas clasificadas escritas personalmente por (el presidente)  Assad”.
Dice ABC que el periódico sionista, “explica que no ha podido averiguar cuál fue la respuesta de las autoridades venezolanas”, y afirma sin embargo que el ministro de Exteriores venezolano confirmó a «El Universal» que al-Miqdad llevó consigo una carta para el presidente Chávez.
“Éste la habría recibido antes de partir hacia Cuba para seguir su tratamiento”, añade ABC.
Observe con que agilidad, el diario madrileño inyecta su veneno, en este parrafo: “Chávez, explica «Haaretz», no ha escondido su respaldo a Assad a pesar de la revuelta y la violenta represión del régimen iniciada en marzo de 2011. El Gobierno venezolano proporciona crudo y gasolina para que las fuerzas del líder sirio puedan seguir combatiendo a lo que Chávez -como su colega Assad- califica de terroristas. La amistad del mandatario venezolano con el iraní Ahmadineyad -también aliado de Siria- lo ha convertido en uno de los principales apoyos del régimen para intentar aguantar ante la presión de los rebeldes”.
En el caso de Ecuador, ABC relaciona la supuesta solicitud al asilo concedido “hace pocos meses a otro personaje polémico: el fundador de Wikileaks, Julian Assange”. La imaginación del redactor, en el caso de Cuba, se quedo corta.
En una entrevista con la cadena Russia Today, hace unas semanas, el presidente  Assad, entrevistado por la periodista Sophie Shevardnadze, no podía expresarse de manera más clara sobre este mismo tema de su salida definitiva de Siria.
Al Assad repitió que no abandonará su país y que debe vivir y morir en él. «No soy una marioneta. No nací en Occidente para que me vaya a Occidente o a otro país. Soy sirio, he nacido en Siria. Tengo que vivir y morir en Siria», dijo con una indiscutible convicción ante las cámaras.
Al sugerir que Al Assad solicita un asilo a naciones amigas, corresponde a la voluntad de Israel de debilitar el gobierno sirio y añadir a la agresión desarrollada por EEUU y sus aliados al apoyar, orientar, financiar y armar miles de mercenarios, otro elemento más para lograr una esperada desestabilización.
ABC cumpliendo con su tarea de jefe de fila de la red iberoamericana de desinformación de la CIA y del Departamento de Estado se encarga, una vez más, de adaptar para su público y las cadenas latinoamericanas de medios de comunicación privados, las elucubraciones de Haaretz, joya mediática del Mossad y de la mafia sionista.
