Management and Logistical Failure? Quoting a recently declassified US government audit, Amnesty International reports that the US Army “has failed to keep tabs on more than $1 billion worth of arms and other military equipment” channelled to Iraq under the Iraq Train and Equip Fund (ITEF).

In 2015, US Congress appropriated $1.6 billion for the ITEF program. The funds were earmarked to fight against the ISIS in response to Obama’s counter-terrorism campaign launched in Summer of 2014. In a bitter irony, a large number of these weapons landed up in the hands of terrorists including the ISIS. 

The 1.6 billion were spent on light weaponry. It’s all for a good cause: The shipments of weapons and ammunition were according to reports dispatched to Iraq (c/o the Iraqi Armed Forces) to be distributed to armed groups involved in fighting ISIS-Daesh.

Some of the shipments unfortunately went astray or landed in the wrong hands, according to Patrick Wilcken, an Amnesty researcher on International’s Arms Control and Human Rights. This was

A fictional “scenario” of multiple bomb attacks on London’s underground took place at exactly the same time as the bomb attack on July 7, 2005.

Peter Power, Managing Director of Visor Consultants, a private firm on contract to the London Metropolitan Police, described in a BBC interview how he had organized and conducted the anti-terror drill, on behalf of an unnamed business client.

The fictional scenario was based on simultaneous bombs going off at exactly the same time at the underground stations where the real attacks were occurring:

The Canadian media has highlighted Prime Minister Harper’s one on one meeting with Ukraine’s president Poroshenko in Kiev (June 5, 2015). The official story which has been fed to Canadians is that Ottawa is providing “non-lethal aid” as well support to the country’s civilian police force:

 “We supply a range of non-lethal military equipment,” Harper said…  While disappointed about this, Poroshenko praised Canada for supporting Ukraine since “the first hours” of his presidency and said the military aid it had provided to his country, such as medical kits and mobile hospitals, “addressed an acute problem. Harper also announced that Canada would be sending 10 police officers to Ukraine to help reform the country’s security sector in a partnership with the United States.

This story contradicts earlier reports and government statements.

The gist of Harper’s flash visit to Kiev prior to the G7 Summit was to reaffirm Canada’s  commitment to the dispatch of “military instructors” in support of Ukraine’s National Guard, which is controlled by the two Neo-Nazi parties, Svoboda and Right Sector.

April 1975 marks the official end of the Vietnam War. Yet today, Vietnam is an impoverished countries. The Hanoi government is a US proxy regime. Vietnam has become a new cheap labor frontier of the global economy. Neoliberalism prevails. 

In a bitter irony, Vietnam which was a victim of US war crimes has become a staunch military ally of the US under Obama’s “Pivot to Asia” which threatens China. 

In 1994, I undertook field research in Vietnam with the support of Vietnam’s Ministry of Agriculture, which enabled me to visit and conduct interviews in rural areas in both the North and South.

Senate Report on CIA Torture is a Whitewash

The words “possible criminal actions” by CIA employees is used in the report.

The terms unethical and immoral are mentioned. The criminality of those who ordered these actions at the highest levels of government, however, is not acknowledged.

The actions directed against alleged jihadists are categorized as ineffective in the process of revealing intelligence. This in itself is a red herring. The objective of torture was not to reveal intelligence.

What of course is not acknowledged is that the alleged terrorists who were tortured were framed by the CIA.

Known and documented the Al Qaeda network is a creation of US intelligence.

The jihadists are “intelligence assets”.

Torture serves to perpetuate the legend that the evil terrorists are real and that the lives of Americans are threatened.

Torture is presented as “collateral damage.” Torture is an integral part of war propaganda which consists in demonizing the alleged terrorists.

And the Senate committee report ultimately upholds the legitimacy of the US intelligence apparatus, the US government, its military and intelligence agenda and its “humanitarian wars” waged in different parts of the World.

The term “legally misguided” is mentioned but the fact that these actions were “illegal” and “criminal” is casually dismissed.

According to Senator Feinstein: “The CIA plays an incredibly important part in our nation’s security and has thousands of dedicated and talented employees.”

The actions documented by the Senate report were undertaken from 2001-2009, namely during the Bush administration, overlapping into the Obama presidency. This inevitably raises the issue of responsibility of the current US administration. There is no evidence that these practices were abandoned by the Obama presidency. In fact quite the opposite.

And the “Global War on Terrorism” prevails with new initiatives on the drawing board of the Pentagon.

The Role of 9/11

9/11 serves as a justification for the torture program in same way as it serves as a justification to wage war on Afghanistan and Iraq. According to Senator Feinstein:

“All of us have vivid memories of that Tuesday morning when terror struck New York, Washington and Pennsylvania.

“Make no mistake, on September 11, 2001 war was declared on the United States.

“Terrorists struck our financial center. They struck our military center. And they tried to strike our political center and would have, had brave and courageous passengers not brought down the plane.

“We still vividly remember the mix of outrage and deep despair and sadness as we watched from Washington.

“Smoke rising from the Pentagon. The passenger plane lying in a Pennsylvania field. The sound of bodies striking canopies at ground level as innocents jumped to the ground below from the World Trade Center.

Enemy Number One: Osama bin Laden, alleged mastermind of the 9/11 attacks

The tacit argument –which is contained in the Senate report– is that America was under attack. Evil folks are lurking. The security of the Homeland was at stake.

And these evil people knew things (namely intelligence) which were threatening our security. They were arrested by the CIA. And the CIA had a mandate to go after the terrorists.

Yet we all know by now that the 9/11 official narrative is a fabrication. The official 9/11 story is that Osama bin Laden was behind the 9/11 attacks. Lest we forget, bin Laden was hospitalized in a Pakistani military hospital in Rawalpindi on September 9, 2001.

9/11 was used as a pretext, a casus belli to wage an illegal war against Afghanistan. What we are dealing with is the criminalization of the US State apparatus.

Jihadists were not behind the 9/11 attacks. The evidence points to a conspiracy at the highest levels of US government including the involvement of the intelligence apparatus.

We do not learn from our mistakes, says Senator Feinstein.

These decisions were from an administrative point of view misguided, according to the Senate Committee. It was all a big mistake, according to the Senate report.

The evidence contained in the report, nonetheless, points to criminal wrongdoing at the highest levels of government. Yet the political statements underlying the report as well as the media coverage constitute a whitewash.

The September 11, 2001 attacks provided the green light to wage a “Global War on Terrorism”. While the report acknowledges CIA brutality, it does not question the legitimacy of the “Global War on Terrorism”. The acts of torture were all for a good cause.

The truth is that the CIA is a criminal entity within the US State apparatus.

Nobody is to be held responsible. The report is in essence a political whitewash. In substance what the report says is:

We are clean and moral people, it was an administrative error to torture the terrorists. But under the circumstances with our nation under attack, it is understandable that we acted in that way. Let us learn from our mistakes. It will never happen again. ”But history will judge us by our commitment to a just society governed by law and the willingness to face an ugly truth and say ‘never again.’”

Conduct Large Scale Naval Exercises against “Unnamed Enemy”

The World is at a dangerous Crossroads.
The Western military alliance is in an advanced state of readiness. And so is Russia.
Russia is heralded as the “Aggressor”. US-NATO military confrontation with Russia is contemplated.
Enabling legislation in the US Senate under “The Russian Aggression Prevention Act” (RAPA) has “set the US on a path towards direct military conflict with Russia in Ukraine.” 

Any US-Russian war is likely to quickly escalate into a nuclear war, since neither the US nor Russia would be willing to admit defeat, both have many thousands of nuclear weapons ready for instant use, and both rely upon Counterforce military doctrine that tasks their military, in the event of war, to preemptively destroy the nuclear forces of the enemy. The Russian Aggression Prevention Act (RAPA) is the culmination of more than twenty years of US-NATO war preparations, which consist in the military encirclement of both Russia and China:

From the moment the Soviet Union collapsed in 1991, the United States has relentlessly pursued a strategy of encircling Russia, just as it has with other perceived enemies like China and Iran. It has brought 12 countries in central Europe, all of them formerly allied with Moscow, into the NATO alliance. US military power is now directly on Russia’s borders.  (Steven Kinzer, Boston Globe, March 3, 2014, emphasis added)

On July 24, in consultation with the Pentagon, NATO’s Europe commander General Philip Breedlove called for “stockpiling a base in Poland with enough weapons, ammunition and other supplies to support a rapid deployment of thousands of troops against Russia”.(RT, July 24, 2014). According to General Breedlove, NATO needs “pre-positioned supplies, pre-positioned capabilities and a basing area ready to rapidly accept follow-on forces”:

“He plans to recommend placing supplies — weapons, ammunition and ration packs — at the headquarters to enable a sudden influx of thousands of Nato troops” (Times, August 22, 2014, emphasis added)

Breedlove’s “Blitzkrieg scenario” is to be presented at NATO’s summit in Wales in early September, according to The London Times.  It is a “copy and paste” text broadly consistent with the  Russian Aggression Prevention Act (RAPA) which directs President Obama to:

“(1) implement a plan for increasing U.S. and NATO support for the armed forces of Poland, Estonia, Lithuania, and Latvia, and other NATO member-states; and
(2) direct the U.S. Permanent Representative to NATO to seek consideration for permanently basing NATO forces in such countries.” (S.2277 — 113th Congress (2013-2014))

More generally, a scenario of military escalation prevails with both sides involved in extensive war games.
In turn, the structure of US sponsored military alliances plays a crucial role in war planning. We are dealing with a formidable military force involving a global alliance of 28 NATO member states. In turn, the US as well as NATO have established beyond the “Atlantic Region” a network of bilateral military alliances with “partner” countries directed against Russia, China, Iran and North Korea.

A major transition in US counter-terrorism doctrine is unfolding.

While Barack Obama, following in the footsteps of  George W. Bush, remains firmly committed to waging a “Global War on Terrorism” (GWOT), his administration is now openly supporting selected rebel units in Syria which are part of the Al Qaeda network.


Known and documented, Al Qaeda is a creation of the CIA, which has covertly supported the “Islamic Terror Network” since the heyday of the Soviet Afghan war.

While Al Qaeda is a US sponsored “intelligence asset”, a “New Normal” has been established.

An Al Qaeda affiliated organization, namely Syria’s Al Nusrah, is being supported “overtly” by the US President, rather than “covertly” by the CIA.


The support of Al Nusrah, an affiliate of al Qaeda in Iraq (AQI), is no longer channeled in secrecy as part of a CIA-MI6 covert operation, it  is now being supported –in a semi-official fashion– as part of a US foreign policy agenda. The latter is also part of America’s diplomatic discourse, implemented in consultation with Britain, Canada, Germany and France. Although Al Nusrah was not mentioned explicitly, “support to the Syrian rebels” was the main topic of debate at the June 2013 G-8 meetings in Northern Ireland.

While intelligence covert ops continue to perform an important role, Washington’s support to Al Qaeda in Syria is now “out in the open”, within the public domain. It is no longer part of a secret undertaking. It is part of the mainstay of US foreign policy, carried out under the helm of Secretary of State John Kerry.

“Support to the rebels” is also debated in the US Congress. It is the object of a bill which has already been adopted by the Senate Foreign Relations Committee.  Senator Corker who co-sponsored the bill stated that:

“The future for Syria is uncertain, but the U.S. has a vested interest in trying to prevent an extremist takeover, which poses a very real risk for us and the region,” (emphasis added)

In a twisted logic, the bill purports to prevent “an extremist takeover” by supporting an Al Qaeda terrorist formation.

The Senate Committee on Foreign Relations voted 15-3 in favor of the proposed bill.

The powerful voices of the Council on Foreign Relations (CFR) exert a decisive influence on the formulation of US foreign policy. 

The Council on Foreign Relations (CFR) describes itself  as “independent and nonpartisan…[and] an indispensable resource in a complex world.”

Its website at www.cfr.org is heralded as “a trusted, nonpartisan source of timely analysis on international events and trends.” It’s authoritative Journal Foreign Affairs “is widely considered to be the most influential magazine for the analysis and debate of foreign policy and economics.”

Unquestionably the CFR  is said to provide a “carefully documented” and “objective” understanding of World events including the crisis in Ukraine and the crimes committed against the people of Palestine. 

In the latest CFR blurb on Israel’s ground war against Gaza authored by Hussein Ibish, and posted on the Council’s website, prime minister Netanyahu is said to have a profound “dislike for military conflict”:

The Al Qaeda legend and the threat of the “Outside Enemy” is sustained through extensive media and government propaganda.

In the post 9/11 era, the terrorist threat from Al Qaeda constitutes the building block of US-NATO military doctrine. It justifies –under a humanitarian mandate– the conduct of “counter-terrorism operations” Worldwide.

Known and documented, Al Qaeda affiliated entities have been used by US-NATO in numerous conflicts as “intelligence assets” since the heyday of the Soviet-Afghan war. In Syria, the Al Nusrah and ISIS rebels are the foot-soldiers of the Western military alliance, which in turn oversees and controls the recruitment and training of paramilitary forces.

While the US State Department is accusing several countries of “harboring terrorists”, America is the Number One “State Sponsor of Terrorism”: The Islamic State of Iraq and al-Sham (ISIS) –which operates in both Syria and Iraq– is covertly supported and financed by the US and its allies including Turkey, Saudi Arabia and Qatar. Moreover, the Islamic State of Iraq and al-Sham’s Sunni caliphate project coincides with a longstanding US agenda to carve up both Iraq and Syria into separate territories: A Sunni Islamist Caliphate, an Arab Shia Republic, a Republic of Kurdistan, among others.

The US-led Global War on Terrorism (GWOT) constitutes the cornerstone of US military doctrine. “Going after Islamic terrorists” is part and parcel of non-conventional warfare. The underlying objective is to justify the conduct of counter-terrorism operations Worldwide, which enables the US and its allies to intervene in the affairs of sovereign countries.

Many progressive writers, including alternative media, while focusing on recent developments in Iraq, fail to understand the logic behind the “Global War on Terrorism.” The Islamic State of Iraq and Al Cham (ISIS) is often considered as an “independent entity” rather than an instrument of the Western military alliance. Moreover, many committed anti-war activists –who oppose the tenets of  the US-NATO military agenda– will nonetheless endorse Washington’s counter-terrorism agenda directed against Al Qaeda:. The “economic therapy” imposed under IMF-World Bank jurisdiction is in large part responsible for triggering famine and social devastation in Ethiopia and the rest of sub-Saharan Africa, wreaking the peasant economy and impoverishing millions of people.

With the complicity of branches of the US government, it has also opened the door for the appropriation of traditional seeds and landraces by US biotech corporations, which behind the scenes have been peddling the adoption of their own genetically modified seeds under the disguise of emergency aid and famine relief.

Moreover, under WTO rules, the agri-biotech conglomerates can manipulate market forces to their advantage as well as exact royalties from farmers. The WTO provides legitimacy to the food giants to dismantle State programmes including emergency grain stocks, seed banks, extension services and agricultural credit, etc.), plunder peasant economies and trigger the outbreak of periodic famines.

The Yatsenyuk regime’s anti-terrorism operations in the southern and eastern oblasts (regions) of Ukraine are really a use of martial force against Ukrainian civilians opposed to the coup-installed regime in Kiev. Predominately peaceful Ukrainian citizens opposing the coup leaders and not “armed separatists” have been the main target of the regime’s militias.

The discourse about “pro-Russian” separatists is a misleading attempt to hide the real nature of the protests against the regime, which is opposition to a coup. The main issue is one of anti-coup protesters versus a junta and not separatists and federalists versus Kiev. To refer to the junta in Kiev as the government of Ukraine is to reject or ignore its illegality.

Neo-Nazi mobs in Odessa were involved, with the support of the Kiev regime, in a terrorist operation geared towards the killing of innocent civilians.

There was nothing spontaneous or accidental in this diabolical and criminal undertaking which consisted in the mass murder of federalist activists inside the House of Trade Unions. The building was set on fire quite deliberately as part of a carefully planned paramilitary operation.

People were trapped inside the building, burnt to death:

Survivors of the fire say they had to barricade themselves inside the House of Trade Unions, to hide from an aggressive mob, which had torched their tent camp.

Radicals [Right Sector]then began throwing Molotov cocktails at the Trade Unions building, setting it on fire. Witnesses say that those who managed to escape the fire, were severely beaten outside by the besiegers of the burning building. (RT)

How the Western Media Deciphers the Neo-Nazi Code

There are no Neo-Nazis in Ukraine.

According to the Western media, its all part of “a relentless Kremlin-driven propaganda offensive that uses World War II-era terms and imagery”.

Moscow is accused of using the words Nazi and Fascist to describe a pro-Western government in Kiev, which is indelibly committed to the tenets of “real democracy”.

In Odessa, on May 2nd, Neo-Nazi thugs set fire to the city’s Trade Union building leading to countless deaths of innocent civilians who were burnt alive within the building. This diabolical and criminal undertaking was part of a carefully planned paramilitary operation, which was barely acknowledged by the mainstream media.

The Western media blamed the Odessa tragedy on pro-Russian rebels. The criminal actions undertaken by Neo-Nazi  Brown shirts were not mentioned. The atrocities were blamed on Moscow.

In the media’s coverage of unfolding atrocities directed against civilians in Eastern Ukraine, the words Nazi, Fascist or Neo-Nazi are a taboo. They have been eliminated from the anthology of investigative reporting. The Right Sector militia are casually referred to by the Western media as “patriots”, “Ultra-conservatives” and “freedom fighters”, despite the fact that they visibly display Nazi insignia and openly pledge their allegiance to the memory of Stepan Bandera and Adolf Hitler.
